The Bay of Shoals is a shallow sea renowned for swallowing ships without warning. The shoals which give the Bay its name rear up from the bottom of the sea in senseless patterns, and some say that they even change from season to season. Navigating the Bay safely is therefore nearly impossible. Adding to the danger are the wrecks of many unfortunate ships that tried and failed.

The chaos of the Bay does not intrude on the waters near the coast, however. Though only the Coster knows the secrets of the passage across the shoals, other nations' fleets of coast-hugger can sail relatively safely the long way around the Bay.

The only non-coastal islands of the Bay are the fabled Sixteen Isles, home port to the boats of the secretive Coster.
